You can not play this Part if you do not have Yuffie on Board. If she is in the group witness Yuffie stealing all Materia. As far as i know you can still recruit her if you did not after leaving the Mythril Mines. After you got the Tiny Bronco you could continue the quest. There is not mutch Information where you need to go now. The only thing we know is that Shinra was in Rocket Town and knows that Sephiroth is looking for the Great Materia. Its a good point to explore the World a little bit. You cant get anywhere tough. Therefore you need the Highwind first. But even then some areas can still not be visited. You need to breed a Golden Chocobo for that.

Going to the Island in the east with the Tiny Bronco makes it possible to enter Wutai Area. You can travel north here to get to Wutai. There is a Pagoda that you need to Conquer with Yuffie if you are going for the Master Summon Materia. If you start going there a cutscene will be quite fast be triggered. In this Scene you will see Yuffie stealing all Materia. And i mean really all not just the All-Materia. It is a good choice to level the Group before in the Junon Tunnel. Thats makes it more easy to get trough here. Just hack your way trough north and there is Wutai waiting for you with a few surprises and more gear as well!
